As someone who has panic attacks and knows people with panic attacks... Panic is more useful than ignorance.

Ignorance is much more effective for maintaining order and security, though.

Panic can motivate positive action, but it can also incredibly disruptive and destructive. Especially when you're dealing with large panicking mobs.

If it's the literal end of the world, panic would be utterly useless, because there would be absolutely nothing of value you could accomplish to change anything. You'd just make the time before the end much, much worse for pretty much everyone.
