So am I missing something, or are Sage's single target Adder heals just...SUPER underwhelming? I feel like it barely does a thing even with Zoe. Is that just what barrier healing is like? I never ran Scholar past level 50, and I only ever ran Diurnal Astro.
You generally should not use Druchole, the freely spammable adder heal, unless you need to avoid overcapping to maintain mana. Once you get Ixochole's upgrade (level 82 I think?) you should use that super aggressively (using it for just the tank is fine too), and you should use Taurochole to help the tank maintain more mitigation uptime between Ixocholes.

Kardia should be the majority of your single target healing, and try to maintain the tank's hp between 40% and 60% so they have room to heal themselves freely. Druchole is definitely weaker than Lustrate but on the flip side you have so many more tools that aren't reliant on adder stacks. Don't forget to use Physis aggressively too, even if it just heals the tank.

Also, Zoe doesn't affect oGCDs, fyi. It only affects healing spells, not healing abilities. You're generally gonna pair it with Pneuma whenever possible at 90, but also just generally use it pretty freely (and try not to use it when you'd consume the shield with pepsis, cuz pepsis doesn't care about zoe)
