Serbia meanwhile is all up in arms claiming it's an attack against all of serbia lol. It sounds like the state and the country had different views (due to being on different political spectrums) about what would be a valid exemption, the most likely point is whether or not a prior infection in the past 6 months counts. So the state told djokovic that it was a valid exemption "According to them" and the country told the state to butt out.
