While female condoms are technically a thing and would conceivably be covered under this, they're so infrequently used and difficult to sneakily remove that I'd be very surprised if a woman were ever convicted of this crime. He's not wrong that a law that prohibits sneaky condom removal is gendered (or at least sexed), since it's going to be (biological) men convicted virtually every instance of this crime, but that's not so much discrimination as it is a reflection of the fact that men are the only ones that will ever commit it. Similarly, laws against getting abortions are gendered because it's only ever going to be (biological) women getting convicted, but that's a matter of biology and not deliberate discrimination.

If you want an example of a law that is gendered because of deliberate discrimination, look at female toplessness.
