Thats a slippery slope because I have had condoms just fall off during sex, one even ended up inside of the girl.

How am I supposed to prove it was an accident?

Also what about miscommunications?
I had one girl that I communicated to her the condom broke and asked her if she wanted to keep going and she agreed to it, she broke off our fwb relationship and quoted that as the reason (though I think she was just looking for a reason to get rid of me at the time), even though I thought I was clear when I communicated it to her.

I understand theres assholes who just rip off the condom without consent and endanger their partner with stds/impregnation but it seems like an easy law for women to abuse when they arent honest.

Good idea, but the burden of proof gets a bit tricky. People who deliberately do this should have their urethras sewn shut to protect the world from their deception, but accidental condom breaks also happen (though every single time I've had it happen, both I and my girlfriend noticed immediately, so...), as do legitimate miscommunications, and separating those from malicious acts is hard.

I'm not saying all women are lying. But this is something that will hard to prove that you're telling the truth for either side... Happens to guys on base all the time to the point where they have to warn First Term Airman about it... So, you said the one we're hypothesizing isn't a big problem, but that's mainly because there's no law. With a law, it will become a big problem. Especially if they take a woman's word on it with no proof. Whether she's lying of not, just blindly trusting in her isn't the best idea...

The big problem here is going to be having to have proof. And that's not something people are going to have unless they have contracts before, during, and after sex... or video...

I feel like this is already a law. Or that at least some existing laws have been interpreted to cover it. It tends to fall under general consent laws and rape via deception. I definitely feel like I've heard of it being an issue in the past where guys were prosecuted for it.

While female condoms are technically a thing and would conceivably be covered under this, they're so infrequently used and difficult to sneakily remove that I'd be very surprised if a woman were ever convicted of this crime. He's not wrong that a law that prohibits sneaky condom removal is gendered (or at least sexed), since it's going to be (biological) men convicted virtually every instance of this crime, but that's not so much discrimination as it is a reflection of the fact that men are the only ones that will ever commit it. Similarly, laws against getting abortions are gendered because it's only ever going to be (biological) women getting convicted, but that's a matter of biology and not deliberate discrimination.

If you want an example of a law that is gendered because of deliberate discrimination, look at female toplessness.

Men attending 3 sexually transmissible disease clinics and a university health service in Sydney were given a questionnaire asking how many condoms they had used in the past year and how many broke during application or use or slipped off. Respondents were 544 men aged 18 to 54 years. Of these, 402 men reported using 13,691 condoms for vaginal or anal intercourse; 7.3% reportedly broke during application or use and 4.4% slipped off. Men having sex with men reported slightly higher slippage rates than those having sex with women. Breakage and slippage were unevenly distributed among the sample: a few men experienced very high failure rates. A volunteer subsample reported 3 months later on condoms supplied to them: 36 men used 529 condoms, of which 2.8% broke during application or use and 3.4% slipped off.

Yep, it's part of why condoms are terribly unreliable as a sole method of birth control. If you experience it frequently, you should consider switching to a brand with a smaller nominal width, since that does suggest you're using too big a condom, but it's certainly not impossible and doesn't indicate anything absolute about dick size. At the other end, breakage is also not that uncommon, especially when dealing with longer sessions. I'd end up breaking one pretty much every time I went for more than half an hour with my girlfriend before we gave up on that and just switched to putting one on for me to finish in (she's got an IUD, so the condom is just extra insurance).

Mostly, just don't rely on condoms. 85% is just not good enough for something as important as birth control.

That was mostly just a sarcastic understatement in response to Zeus saying something really dumb. I'm sure exceptions exist somehow, but I don't personally know of any and I can't think of a hypothetical example.

It's less a matter of virtue signalling (that is, saying you care about something purely for the sake of looking like a better person) and more a matter of emphasizing that it's a bad thing and removing any ambiguity in existing laws that could be used to get away with it. There's practical value in that, though as pretty much everyone has said, this is going to be hard to enforce.
