Why would they do this

Pumping their numbers while saving money/not having to wait for shipments, presumably. They may have overestimated the herd immunity the non-placebo folks would be able to provide, particularly where Delta is so much worse for breakthrough infections.

That said, as of yesterday, they're sitting at 60% fully vaxxed, so characterizing outbreaks within the country as being evidence that the vaccine isn't working is pretty silly. You don't even need to invoke any potential conspiracy to under-vaccinate people to explain the surge: 35% of the country is still fully vulnerable and Delta's a bitch.
