Before, the only instances where you'd need to produce proof of vaccination would be for certain jobs or schooling (and similar things), in which case you show it once and it gets added to your file. The notion of needing to carry it everywhere and present it to get into regular businesses is very much a new thing, and the existing system of doing things hasn't had a chance to catch up to that yet (especially where nobody planned for this because it was hoped that it wouldn't be necessary). --- This is my signature.
