Regardless of whether or not they can afford it, people spend at least a couple years transitioning non-surgically before undergoing genital reconstruction. A crucial part of the transitioning process is experimenting with a new identity to see if it helps the dysphoria. If it doesn't, proceeding with irreversible changes is a bad idea because that's not actually solving their problems. I don't disagree that transitioning should be covered (gender dysphoria being a serious life-threatening condition and all), but justifying that by saying that you don't want to see intermediate states of transitioning is both ignorant of the process and thoroughly intolerant of trans people.
