Which has nothing to do with male vs female in terms of tendency, it's who was in power. And when females were allowed to rule, you had some fucking horrible female rulers as well.

Not that extreme outliers should be used for the sake of argument, because the only person who is literally Hitler -- which might surprise Gamefaqs moderation team which *had* members calling people as bad as or worse than Hitler -- was Hitler himself. But Hitler rose to power at a time when women weren't being given that shot. It's very possible that there were women who embodied that ethos and would have done many of the same things, just like it's possible that other men could have done the same thing in Hitler's position.
