At any rate, I'm not sure that's a federal law so it might vary area to area and there are probably some additional caveats on it. That and Biden could pardon the dog anyway.

...because that was a claim made by a press secretary looking to minimize the incident. However, the simple fact that medical personnel were involved means that the bite was serious enough to draw blood because you're not taking somebody to see a doctor over a bite that didn't even break the skin. More importantly, this is the SECOND person he's bit this month and it comes right after he finished being "trained" after the last bite. You might want to pay attention to those facts instead of only looking at what a press secretary says.

And it's not my "narrative," this is all literally what the press is saying.
