Meanwhile Virginia has said nothing so far and is just moving to Phase 1c (other essential workers like service industries, electric workers, etc.) in just a couple of places. 1b was actually a pretty broad category of "All 65+ or 16-64 with comorbitiies" but the vaccination rate has actually slowed some in the last couple of weeks. I think Virginia should open it up to everyone no later than April 5 - 12, but even that feels too slow if vaccination rates are truly beginning to decline because of demand. Great. I was already top of the line and couldn't get one.
