He's basically said he'd wrestle for WWE again even if Vince or "Paul" were still in charge, if they offered him a large enough paycheck.

When was this?

The real problem is, the value Punk thinks he's worth and the value he's actually worth at this point are two very different numbers, and I don't see any existing company realistically being willing to offer enough to appeal to him. And I don't see him scaling back his own ego enough to come up with a more realistic number.

CM Punk is a far bigger draw than anybody in the company today. Otherwise it's not a matter of "what he thinks he's worth" as it is a matter of it being enough to make it enticing to him because, as he pointed out, as Colt Cabana pointed out, as Jim Cornette pointed out, as others have pointed out, he doesn't need the money. He's not a Brock Lesnar who wants an easy paycheck to cover his lifestyle.

And I'm not sure what kind of money you're even talking about. I could understand not paying him Rock money, but he's at least worth Lesnar or Goldberg money.

No matter how much a very vocal segment of the fanbase still clamor for him to come back, I'm not sure a Punk return actually helps either AEW or WWE all that much right now. And no one else is really in a position to afford him.

As long as AEW's leadership is what it is, literally nobody can help AEW. The only way anybody could help AEW is if they fired almost everybody and started from scratch, including renaming it.
