I mean, legislating is a skill and like all skills requires time to develop and that's one of my bigger issues with term limits. You put a cap on this and I think there'd be a bigger tendency for special interest groups like ALEC to grow even more powerful as more and more Congresspeople rely on just taking the bill text they write up (serving their own interests) because they just don't have time/skill needed to craft their own comprehensive legislation and that is very much not good.

The other problem is the fact that campaign season never fucking ends. The minute you win re-election you just start fundraising for the next. Especially in the House with its two-year terms. Money in politics is a huge problem here of course, but I also don't think it'd be quite as simple as looking to other democracies where they don't put up with that shit and campaign season is like literally three weeks and that's it (sometimes by law) because absent preventing "unaffiliated" SuperPACs from running shadow campaigns even if you manage to put campaign finance reform in place for the actual candidates I think you just shift where the money is going without changing much. Bad news there is I see basically 0 chance that a SCOTUS that is now noticeably more right-wing than it was for Citizens United does shit in this regard. Hell, they'd probably find a way to make it even worse somehow.
