Do you remember how being born from a wizard and a muggle in the Harry Potter universe had kind of a stigma attached to it? It's sort of like that in Japan, for real (or it was while my instructor lived there). Some folks would call half-Japanese people "halfu", or something to that effect, and it made getting some forms of employment difficult.

I'd imagine that's what's coming into play in the anime trope.

I guess it's a combination of the above and also having an excuse for why the character is speaking Japanese without a horrid accent? The show Asobi Asobase deals with that trope hilariously.
I thought everyone in anime speaks flawless Japanese even when it makes no sense.
