I feel like that distinction applies to all handheld games, which is why the DS ended up being such a great system with so many games that put the touch screen to good use. Handheld games are cheaper - both to develop and to buy - so developers are a lot more willing to take risks and try new things, and consumers have come to expect that and often embrace new ideas. That's one of the reasons I'm kind of disappointed that Nintendo has abandoned their dedicated handheld branch with the Switch, though the indie market in general has risen to fill the niche of lower-budget titles that experiment with unusual ideas, generally free from any pressures to make good use of a console's technical power.
