Which I guess you could also chalk up to there not being enough of a plan originally being in place so that things would be better reflected in the OT's story. That or they needed to *really* scale back the PT. Pretty much. Lucas was very much making it up as he went along with little regard for inconsistencies like that. Realistically, given the size of the Empire and the degree to which the Jedi had vanished from the public memory, if the goal of the PT was really to tell the story of Anakin's fall, the Jedi should already have been near extinction and the Empire should already have been well established.
