Not to get too legalese on the question, but I think you can make the argument that the question of who is a better president is not based on specific policies that one may or may not agree with but rather generally how the individual conducted himself in office.

Which is a silly argument that puts style over substance. But if you want to prioritize looking good over doing good, you do you.
