He's pretty solid and won't be needing to make crazy downfield throws in this offense, which is often what gets him into trouble. Why bring the guy in if you're not willing to make him the definitive #2? Hill isn't the greatest passer out there, and he hasn't had to be, but when you play all the snaps you're going to have to make throws, and teams are actually going to be expecting the throws this time. Hill also plays balls to the wall and will get leveled on a four yard run, he can't do that 20+ times a game.
