Coincidentally, the cost of health insurance is lowest when the average risk of members buying health insurance is lowest. I.e. when everyone is required to be covered even if they think they're healthy and won't need insurance ( la individual mandate), insurance premiums will be lower. This isn't even getting to the point that individuals cannot accurately predict whether they will need health care in the future --- Take me for what I am -- who I was meant to be.
