Why is that the alternative? I can think of a few alternate possibilities.
1) He's informed about the KBurrito but doesn't feel like he knows enough to make a statement.
2) He hasn't figured out how to use the KBurrito to his advantage yet.
3) He's waiting for a time when he can use what he says about the the KBurrito to distract his opponents from his actions.
4) He's already distracting his opponents by getting them to talk about how he doesn't know about the KBurrito instead of talking about something else.

'not knowing enough to make an opinion' would fall under uninformed; the rest would fall under lying. Thanks for agreeing with the topic title.
