There was no character development between the first and second movies. It only in Skyfall that he started to act more like Bond. But then SPECTRE went right back to having him be Quantum of Solace Bond.

Bond has always fought loads of enemies with big guns and one-liners though. Thats as much of his character as the tuxedos and gadgets. Pierce Brosnan is probably the definitive Bond to many and most of his movies feature parallels, including gambling in their debut movie and crazy shootouts in the second one

Hell, Skyfall felt more like the anti-bond movie. No cool gadgets, a DN5 throwback car instead of a modern Aston Martin, spending most of the beginning of the movie completely out of his element, themes about him being obsolete, and he didnt even have enough guns to handle the Home Alone house defense.
