Rumors are that they deliberately double-dipped in an attempt to burn out the potential audience for All Out next week. Like, Vince feels like people will drop the money for SummerSlam and Payback, then feel like they've spent too much money already this month and will skip All Out. Which sort of ignores that most people don't watch WWE PPVs as actual PPVs as much as they just watch the network (which means they only paid $10 to see both PPVs anyway, and the second one was essentially "free" to them), and that a PPV with one week build up is likely to be the one most people skip rather than the one a week later that is AEW's main PPV of the year... but most of the narrative over the last few years is about just how out of touch Vince is and how he's taking a long, slow slide into madness anyway, so it kind of makes sense from that perspective.
