Plastic Man was Quality. DC acquired him (and other Quality characters) in the 50s. The joke of those two characters was that Elongated Man was created as a deliberate copy/parody of Plastic Man. But he only exists because Julius Schwartz (the editor-in-chief of DC at the time) didn't realize they already owned Plastic Man.
