So, basically... Payroll taxes (seems like all 7.65%) is DEFERRED from August 1st til the end of the year. If he is re-elected, he will make the tax cut permanent, and it will not be repaid. If he is not re-elected and it made not to be repaid, then it will be owed back next year. Of course, making that tax cut permanent means no social security or Medicare... So uh...
