to me, the game seems to imply that you should take on sabrina first, since you encounter her city first, and there's nothing stopping you from completing her gym once you gain access to celadon city (IIRC)

surfing from fuchsia to cinnabar appears to be the canonical step. why would you go to fuchsia without first clearing saffron city?

if you go to the badges section of your start menu, koga is 5th and sabrina is 6th. i believe sabrina has higher level pokemon as well and psychic types in gen 1 have effectively no weakness and beating koga helps you level up for sabrina.
