I don't think the law should ever pander or be determined based on public opinion. That said, I believe from memory that someone said charges for something in cases like these usually take a bit of time before they came out. And, it was a question if the charges came so quick to try and quell the protests. If that is solely the reasoning, the reasoning is bad to pander to the protests. The law should always work the same.
