Odds are it would be better, but still a serious problem. Testing rates would be better and you wouldn't have all the people disregarding social distancing measures because the president said it was a hoax, but you would still have many of the same people disregarding social distancing measures because the sort of person that blindly parrots what Trump says is the sort of person that categorically opposed everything Obama said. The country would also still have a hard time getting the disease under control because of the lack of reliable health care infrastructure and therefore testing. As much as Obama tried to fix the system, Obamacare wouldn't really be helping here, since handling something like this would require a near-complete overhaul of the dumpster fire that is the American health care system, including the culture and attitudes around it. That's more than any president could have managed by now, even with a hypothetical third term.
