Unless we were willing to lock down completely and see the virus we have here fizzle out before opening up again, this virus has to basically spread everywhere before it will be done with. It is going to inevitably spread to all of these places, and they all are going to have to go through the stay at home period. The time to cut this virus off was weeks ago now.
Perhaps. I think the virus itself will affect urban areas a lot worse than it could ever affect rural areas however.

I think the best course of action is to have localized shutdowns. In PA, shutting down Philadelphia and Pittsburgh probably has more effect than shutting down sparsely populated Greene county and Fayette County and etc. Do we need to kill local businesses in these rural areas to suppress the virus? It is questionable. And, it will be a good debate that we won't know the answer to ever even in hindsight.

Once the virus became so entrenched there was no stopping it. At least not with non-totalitarian efforts. So, the question is how to adapt to deal with it the best way.
