I think he is trying to give the American people something to look to as hope to not despair. Then if it doesn't look realistic, he can point to why it isn't realistic anymore with current ongoing things to set a new date with another goal of hope. I do think he is trying to figure out how to get people back to work though, just as Cuomo has pointed to the last few days with New York also.
