I can tell you that there's A LOT of people out and about in Arlington and Alexandria. I've been walking around (trying as hard as possible to maintain proper distance) but I've seen lots of people playing soccer and basketball, as well as kids playing on playgrounds. Best thing that could happen would be a nice rainy cold front to keep people inside.
