To be fair, Blurays really haven't replaced DVD's the way DVD's replaced VHS. DVD's are unquestionably superior to VHS's in pretty much every way (picture quality, convenience, durability, space requirements, medium cost, player costs...). Once the technology was old enough to be comparable in price to VHS/VCR's, there was really no reason to stick to VHS.

Bluray, by comparison, is definitely superior to DVD in terms of picture quality, but that's not a benefit you can actually tap into without a large enough TV with a high enough resolution, and even then it comes at a higher medium cost and a much higher player cost (due mostly to the fact that Sony has full ownership of the necessary firmware), with no other benefits (outside of multi-DVD box sets that can be condensed onto 1-2 BD's, which do offer space savings). It's still perfectly reasonable not to want to pay extra for the Bluray copy of something, and will continue to be until such a time as bluray players are as cheap and ubiquitous as DVD ones (which may not happen until Sony's patent expires).
