From what I understand that is incorrect.

So the way I understand it is. If they never got a confirmed test, they were not counted and if they died before confirmed it wasn't counted.

However, the WHO is forcing them to consider anyone who has the symptoms but has not yet returned a positive test to be counted and people who die under these symptoms to be counted. China was not counting these. While this may make the numbers a bit higher than they really are without confirmations, it would not be missing a ton of cases either.

Basically, from what I understand is that the test for it is not a simple test. It requires a blood (or maybe it's a cell sample - cell sounds more right) taken from deep in your respiratory tract. They can't test people fast enough / have enough tests to keep up. So, people who had symptoms and weren't with results yet were getting undercounted.

CDC announced recently a lot of the tests distributed to states and possibly other countries are faulty also.
