It's hard to say, since it's such a seminal work and the rest of the series is only good BECAUSE of how well PW:AA sets up its cast of characters and the world around them and makes you WANT to play the rest of the series. But that said, I do think some of the other games surpass it in a lot of ways, as far as case length/complexity, pacing, and polish are concerned.
