He could stand on top of it without a problem, but distribution of weight would be a problem while climbing it, especially since he would need to create hand holds, and the objects he was holding on to (metal beams etc) would not be able to withstand the weight directly. This could easily cause an imbalance (Considering the large amount of weight from above) and topple the whole structure before he got very high at all. You also have to consider cumulative damage on one side/portion of the building as he did continue to climb.
