roughly sounds like it, yes, maybe excepting specific things like hanging on ledges or the spire, or jumping around on flimsy surfaces, etc.

supposedly he would weigh a few dozen tons

a building can support hundreds of tons per floor

He could stand on top of it without a problem, but distribution of weight would be a problem while climbing it, especially since he would need to create hand holds, and the objects he was holding on to (metal beams etc) would not be able to withstand the weight directly.

This could easily cause an imbalance (Considering the large amount of weight from above) and topple the whole structure before he got very high at all. You also have to consider cumulative damage on one side/portion of the building as he did continue to climb. It would be like playing Jenga but only taking pieces from one side all the way up...eventually your tower is going to fall.

The steel structure of the building is almost certainly strong enough, but all of the exterior isn't structural so I'm fairly sure he wouldn't have been able to climb it without destroying the facade.
