The analogy doesn't work for any number of reasons, including the fact that Manson had no direct ties to the US government, his criminal conduct was domestic, and he was imprisoned.

better pick might be someone like Edward Snowden (not a terrorist but at least maybe ideologically controversial).

The parallel doesn't work at all because Snowden's "victim" was the US government and he's no longer a government agent (specifically because he did what he did).

another possibility might be one of those military personnel who were convicted of abusing iraqi prisoners? then you at least have a western individual terrorizing middle easterners.

The fact that they're convicted makes it a bad parallel as well. The US killed an active general in good standing with his government, which is why the assassination can be viewed as an attack on the government itself.
