He's more of a hidden recruit guy, I never used him as I was extremely bored by him when we interacted in story. I'm not a fan of the puppeteer class and his role in the overall story is a shrug. He has no support except Corrin and even that is boring. It was a chance to have someone loyal to Hoshida that wasn't a retainer or royal family but they really just needed a fort boss for Conquest.
