Not simply abortion. Considering that almost all other health issues they refer people to actual doctors for, the only women's health they really provide is abortions. More importantly, the fact that they have government funding is how they're able to provide abortions since otherwise their limited donations would go to "providing" the non-abortion services which, again, really just amounts to referring people to actual medical practices since they pretty much only deal in abortions.
