My guess is still on Russia if only because you have the combo platter of known stuff happening around that time: frozen Ukraine aid/Crimea, the exfiltration story dropping in this timeframe, sanctions in general to say nothing of things that may have been happening that we have no info on. I feel like statistically there's the most stuff there so you're bound to be more likely to be right in that direction.
