Isn't that the whole point of the Masquerade? To not draw attention?

The Sabbat don't follow the Masquerade. They're the "Fuck you, we're the alpha predators bitch" vampires. They revel in their inhumanity and exalt the idea of vampires as the next step in human evolution (basically, they're the Brotherhood of Evil Mutants to the Camarilla's X-Men).

Of course, they then proceed to hide themselves from humans for "tactical reasons" or for any number of other reasons, so even in-universe the Sabbat is sort of hypocritical and blind to its own faults. Like hating on the Camarilla because it's a collective of yes-men young vampires being ordered around and manipulated by their elders, whereas the Sabbat is a paragon of freedom and equality and meritocracy... where most of the positions of power are held by elders, while the younger vampires are mostly kept in line via manipulation and being ordered around.

The Inquisition doesn't really care about the politics or ideology, though. Their whole mindset is "The biggest threat to the Sabbat is Infernal corruption, so we're going to hunt down all of the Infernalists and murder them, and put down whatever demons they've called up." They're half investigators and half hit-squad (sort of think of the hunters in Supernatural), who generally travel from town to town, prying into secrets and unearthing all the nasty goings on (again, sort of think of the hunters in Supernatural).

But the idea for our group wasn't to avoid drawing attention, it was to look weak and ineffectual, so Infernalists wouldn't immediately go to ground, hide, or run away when an investigation started. They'd just assume they could outsmart or kill them, so they'd be more arrogant and apt to make mistakes. Sort of like the Columbo method of investigation, where you act like a complete idiot and trap the suspect into giving themselves away.
