I didn't know how long mandatory education in Japan was, but I'm not surprised to hear she dropped out early. Then again, how closely does Fukuin/the Ushiromiyas really care about Japanese law? What does it say about using orphans as servants in the first place? And yes, I know most of the servants are older, Sayo was an exception, and they're well-paid + the experience helps them later in life.
