Nordstrom buys the backpack and then resells it.

If Nordstrom decides to sell a 250 backpack for 10 dollars, Nordstrom is the one to take the hit.

Epic Games does not do this. They provide a platform for the publisher to sell a game directly to the customer, and then they take a small cut of the sale.

So if Epic Games decides to arbitrarily sell a 60 dollar game for 50 dollars without the publisher's consent, they are now directly cutting into the publisher's profits.
