Technically, no - king mostly just means "person of noble birth" (later connotations aside).

"Rex" in Latin arguably means ruler, and we tend to translate that forward into English as "king", and there are other rulership titles in other languages that we tend to treat the same way, but etymology is kind of important.

Basically, I'm differentiating between people with titles derived from "power" or "nobility" or "divinity" or "patron" or whathaveyou, as opposed to a literal meaning of "ruler" or "leader" or "commander".
