Neither of which he needs, since he's the better fighter (and obviously a lot faster). He's strong enough to actually hurt Cage and durable enough to take a punch (and a bullet), which is all he needs to be competitive. And keep in mind that his one real win was after he blindsided Luke, after which Luke was fighting pretty sloppy. He technically lost on the bridge (forcing him to use his powder), he outright lost at the Rand offices, and he was defeated by a combined effort after getting a massive power-up -- which *probably* put his strength on par with Luke's -- that let him smash through what was something like a 3-foot thick steel door
