You paint a picture of artists wringing their hands and proclaiming in the voice of 1980s Shredder, "Ha Ha! Yes! These designs are sure to drive moist shekels from the sweaty pockets of desperate nerds!" when all they wanted was to draw a character with a shorter skirt than maybe you personally think is appropriate.


I mean, that is exactly what happens, aside from being more publishers than the artists themselves. The whole "sex sells" thing means publishers try to sell sex. That means tacking on baseless eye candy, in many cases. There are legitimate justifications for dressing female characters sexily (the aforementioned Bayonetta, among others where dressing for sex appeal makes sense within the confines of the character), but there are far more instances where no such pretense is made, and the character is dressed as sexily as possible with no actual sexual element to the character.

Exceptions exist where the artist does actually decide independently to draw eye candy characters for their own enjoyment, rather than to attract extra interest, but game development is a business. Most of the time, it's with the expectation that sexier characters will drive sales.
