The Halloween episode is a staple of television, a tradition that dates all the back to the 1950s and the increasing popularity of home broadcasting. Halloween episodes I feel are generally well-remembered and some even become required seasonal viewing for certain people if they're especially good. While very rarely are they truly scary, especially in sitcoms, it delivers a unique experience and memorable experience that shakes up the show and its characters, even if only for a week. It can bring out certain fears and facets of characters that we maybe normally don't get to see, or a chance for us to see Halloween traditions or close-to-horror moments played out in a humorous way. Though not as commonly used as it is in sitcoms, dramas can definitely play up a psychological or fearful edge, especially in crime dramas and can bring even strong-willed characters to a breaking point. I'm pretty sure it's a requirement for every animated series to have one of these at one point or another. They're always a fun addition to any show, adding even more charm and Halloween atmosphere to the October season.
