I feel like grouping cost of living by state is kind of misleading. For example, the only reason Vermont is on there is because of Burlington and the Lake Champlain area. Everywhere else is dirt cheap. Also as far as NY, as long as you don't live in NYC the whole state is cheap. In fact there are a few cities that rank on the lowest cost of living in the country. I live in one of them.
