In 1996, the welfare reform bill signed into law by President Bill Clinton turned it into a block grant in which states get a fixed amount of money from the federal government to run their programs. And yet they expected poor people to turn out for Hillary lol. They did. Hillary won the under $30k Demo: http://edition.cnn.com/election/results/exit-polls thats a pathetic margin for a democrat Obama got 63% of that demo in 2012, while Romney got 31%. Hilary and Trump got 53% and 40% respectively. Interestingly, Obama got 57% of those between 30k and 50k, while Romney got 48%. Hilary and Trump got 52% and 41%.
