They are entirely personal. It's plausible that she could get triggered by gun shots even if she never heard them during her traumatic event - though I don't think it that is the norm - but there are people who get triggered by seeing envelopes (it takes them back to when they found their fathers suicide note) or sitting in traffic (got in a car crash) or getting touched on the shoulder (reminder of when the paramedics found her). How do you make rules to protect people from that? Trigger warnings for material that is just controversial are a separate thing imo --- He would make his mark, if not on this tree, then on that wall; if not with teeth and claws, then with penknife and razor. ...
