finally a match I can disagree!
neither Cecil or Golbez, or any FF4 character for that matter is close enough to Luigi's popularity, and I really don't think bad pairs are going to hinder popular characters all that much. Can a strong rivalry greatly help? I believe so, which is why I picked Sub-Zero over Leon, but I really don't think a bad pairing will be a big hiinderance.
